Parent with autism and social services

Hello I have a friend who has autism who is mum to 4 children. Social services are recommending that her 2 youngest live with their dad due to a misunderstanding with her condition. social services have denied her advocates and are generally failing in their duty of care to her as a vulnerable adult. Does anyone have any advice?
