Having a diagnosis is an explanation for this sort of behaviour but it isn't really an excuse. If you go out in your birthday suit then you are being offensive to many people and you will be arrested.
I do remember hearing about one person with autism who, because it was hot in the library, progressively stripped until naked. Just happened there were other people all around who couldn't see it from his point of view.
