Are there any known NHS staff who choose to refuse to have , give or offer the correct treatments and procedures?

I a staff member or staff members were identified or suspected of the these things what is the aporopriate course of action to be taken?

Who is responsible to take that course of action?

Who if anyone is absolved from responsibility when the aforementioned issues are identified?

Are there any reasonable exceptions that can be granted to members of staff who do not offer the correct treatment to NHS patients that would absolve them of responsibility concerning their duty of care to the patient?

Are there any reasonable exceptions that can be granted to patients who have complex life long conditions that can be made during times of crisis to ease recovery and to prevent a deteriation of the condition , destabilisation , exclusion , isolation and to ensure access to safe appropriate theraputic patient focused NHS provided heathcare is not denied and that they are safeguarded and not placed in danger at tge point of access because they have a condition that required acess to specialist health care within the NHS?
