Why can I hear my neighbour's taps...a rant

I live in a ground floor flat and can hear my neighbour's water gushing through the pipes, so she must be able to hear mine too. I don't know if it bothers her as much as it does me - I keep a big distance between myself and neighbour - but I never hear this noise at my parent's semi-detached house. I can also hear my neighbour  shout at her dog, 'oh, be quiet, get DOWN!!!', she shouts. I hear the noise of furniture moving, washing machine, and general domestic noise. And this neighbour  is not what would be considered 'noisy', apart from the odd burst of super loud music, and the time when she argued with her boyfriend ALL night long - I can never forget that!.

I am sensitive to household noise, but I think the problem is poor sound insulation. Hearing her water is just the limit!. Is this the case in all flats? I have OCD, so have the water on a lot - I would hate  living below someone with OCD, like myself!. There is no privacy. Is the Autism Act looking at housing and autism?

    i have 4 year old son with autism he is lovely and very happy boy ,  

    but can be quite noise with is jumping up and down and slapping thing ,i live in a semi and the neighbour are awful ,

    we have live in the house only a year ,they have only spoke 3 time  and 2 time was to say they was going to f***** kill my husband and me the police was involved last time and the housing officer

    The other time was to tell me i was a bad mother for letting him be so noise

    the police did nothing and the housing office did nothing ,we ask for a move but they will only give us the lowest band that means we will never get out ,

    we got are health visitor to write a letter to help us get a better banding but they have past the book and told us to send the letter to the council to help us

    We when to the are MP and she write a letter to the housing asking about are banding  and we got letter back from the house offices  saying that the neighbour did not threaten us and there was no evidence to support us .and that we was making noise because we can not control are child .

    can any one help with what to do ??
