In terms of the point you raise, I'm afraid that my feelings are aligned with the wise words of Plastic on this type of matter - ie we must be VERY careful just how many "special interest" groups we try to define and then offer legal protections and safeguards to for fear of such mechanisms becoming meaningless by their universality. I'm not sure how one would set about defining "neuro diversity" for the purpose you want it for. Just my opinion.

Neurodiversity in this context is a subset of Biodiversity.
The goal is to protect not only disabled people but also people whose environment is disabling them and who might not perceive themselves as disabled.
It also should raise awareness about traits and triggers within the environment. Which is why I ask for an intersectional approach to disability and relationship to the environment be it physical cultural social economic or political.
Triggers within the environment. ...that's quite broad as it's very different for different people. A lot of difficulties come down to differences in communication...how do you legislate for that?
Not only differences in communication. Social exclusion, alienation , gossiping , bullying we need to find a way to protect people from those. Which is why the traits need to be more acknowledged and recognised as their own sector. Because sure I can get all the accomodations sorted out for me in the world how is that going to help of I am still being socially isolated and bullied ?
