I think s/he means whether you have a metre. You need a hand with this. Wish I lived next door, I'd pop round. But all I can offer is a hug across the other.

Have you got the social help yet. You obviously can't manage practically. 

Don't panic about the bill. They will help customers who are struggling if you let them know, but meanwhile somebody needs to help you with the nuts and bolts of life. Where are social services at now ?

Have you got water meter? It makes massive difference, like 5-10 times less to pay, ask your landlord to install one
