I'm really sorry - I'm not sure what to suggest. I don't know if you've tried the Citizens' Advice Bureau or the NAS Helpline, but they might be worth a try. I hope you're able to find somewhere soon.
I have had the same issue of wanting somewhere safe to live after so many troublesome flats and noisy neighbours. I do understand your need. I recently went to look at a bungalow and it is just what I have been looking for, quiet and rural. It has take me a while and quite a few battles so please do not give up, I do know it is hard but now house viewings are allowed and there is a home out there for you and I wish you success in looking and hope you find your ideal home.
