Tenant issues....again!

I've lived in my current building for almost a year. My partner doesn't live with me but she spends a lot of time here so we decorated it to suit our mood and made it a very comfortable and cosy zen space.

There are 3 other apartments in the building and when I moved in all other rooms were occupied. The tenant below me moved out soon after, but on his last night he and his girlfriend got drunkenly comatose and left their music playing until 5am, at which time I banged loudly on their door because I'd had enough after banging on the floor a couple of times. The tenant who moved in after him is hardly ever here but is very pleasant whenever I see her.

The other 2 tenants are on my floor. One of the young women (room 6) moved out a couple of months after due to college, and the other young woman had been here the longest and is still here. She's a little eccentric and clearly has OCD, hoarding and anxiety issues but she's harmless.

It took a long time to re-let room 6 but eventually we got a new tenant who seemed nice initially, but it became apparent very quickly that she had no respect for rules and no clue how to live considerately, so she smoked inside the building and drank heavily most nights filling the recycling bin with empty Stella cans. She clearly had a lot going on but couldn't/wouldn't stop the antisocial habits, and after being asked a few times I reported her to the letting agent. She moved out shortly after but didn't tell the letting agent and it was another 2 months before they noticed.

We now have a new tenant who seemed a little eccentric too, and within a week of moving in the hallways are cluttered with full boxes and the whole upper floor stinks of cannabis. man facepalming: light skin toneman facepalming: light skin toneman facepalming: light skin tone

I've contacted the letting agent again to let them know and ask them to get in contact, but asked them not to implicate me because I have to live in the same building as this guy while he's here and I can't be bothered with that on top as well.

The clutter is stressing me out and our other tenant who lives next door to him clearly isn't happy with the smell either, but is too timid to say anything.

    I have an errant relative who consumes both Stella and cannabis (in large quantities), and I can't stand either - so sympathies on those counts.

    I'm also told now that you can get yourself a medical prescription (pain control) and ultimately a big bag of the herbal stuff arrives at your door.  All above board and legal.  The world is certainly changing.

    I guess it comes down to the content of the tenancy agreement / contract - and the fact that the aroma may or may not be presenting a salient nuisance to others.  

    My glib relative actually told me that people can't be stopped using medical cannabis - in fact to do so might be breaking laws.  I don't know.  I have asthma - I don't want to breathe it in.

    How long is the contract for?   I think you may need to part ways after the initial period either way. 


    Have you watched that property guy Rick Gannon on Facebook and Insta?  He's normally full of advice as to what to do with people like this.
